I'm going with mandatory sterilization here. I believe that if you're on welfare, you're on birth control. If you have a litter like this one, the children are distributed to those who would be sterile, and you get permanently fixed. In fact, stop the welfare enhancements at 2 children. You have more than that, it's on you. No extra government money for more children. And you know that's why this level of breeding.
